Neighbourhood Plan
The process of creating the St.Stephens Rural Neighbourhood Development Plan (NDP) has been led by members of the community and is part of the Government’s recently revised approach to planning contained in the Localism Act of 2011 i.e. local people have more say about what happens in the area in which they live.
St Stephen by Launceston Rural Parish Council submitted an application and map to designate their Neighbourhood Area on 20 August 2015. Cornwall Council consulted residents and other interested stakeholders between 3 December 2015 and 21 January 2016 and then formally designated the “Neighbourhood Area” in accordance with the Neighbourhood Planning (General) Regulations 2012.
Since then, formal consultations have been completed at Regulation 14 and Regulation 16. The Plan has been accepted by Cornwall Council is currently with the Inspector and will, if successful, soon be going out to referendum.

Referendum Results November 2019
We are very pleased to announce that the Neighbourhood Development Plan has been accepted by the Parish and will now form part of the Cornwall Council Planning process.
Many thanks to all those who voted, whether Yes and No. The results give the planning authority a real mandate to use the results to inform planning decisions.
